was it necessary for the united states congress to declare war on japan prior to WWII?
today the united states congress just votes on a war issue, then tells the president to just do as he pleases. the last time the united states congress declared war was WWII. why did congress bother? congress does not bother today.
In the old days we had Checks and Balances and the President respected the position of his office, now Congress doesn’t want to take heat so the authorize the use of force instead of declaring war(like Iraq under George W. Bush.)
