Was there a law in Pre-WWII Germany the declared that Jews were some kind of sub-human race?

I was speaking with a friend and he had heard that the Germany government had passed a law that listed Jews as some kind of sub or non-human, allowing them to put them into camps. Has anyone heard of that law? If so, and place that I could find it with an English translation?
