Is this 1985 d lincoln penny an error on the mint mark?
I’ve never seen a mint mark like this but there’s no regular die mistakes for the 1985 d in the pcgs.

I would say that it most likely would be damage. It was not till 1990 that the mint mark was put directly on the production hub, before that it was put on with a punch by hammer. All things could go wrong and most of the time did. The results were to small and to often for collectors to care. A D over S caught peoples eye as well as a mint mark punched sideways or way out of the spot it was supposed to be in. The wrong size punch also happened so that is why there are large mint mark and small mint mark varieties on some coins. In order to be an error coin of value the error has to be dramatic. Even the close AM and wide AM on some cents seems to be not a great thing, it is due to the fact a proof die was used by mistake. I have a lot of Buffalo nickels that have die rotations, but they are only off a small percentage so no added value. Hope this helps.
