It was the argument do you increase the money supply to create jobs, or keep the money supply tight to prevent inflation. The US has grown much faster that the gold supply, which kept interest rates high because of demand. At the same time, the US was exporting silver. If you could print dollar bills based on silver instead of gold, you could print more of them.
The US experimented with fixing the price of silver, so many ounces of silver equals an ounce of gold. The exchange rate was set too high, the US produced too much silver, and some tycoons actually were able to corner the silver market. Eventually the US stopped buying silver at the fixed price, the price of silver dropped like a rock, and another depression / panic happened.
Side note, the US used to issue silver certificates until the 1960′s. So many silver certificates could be exchanged for a bar of silver in New York. My Uncle Pete went to new york, bought his bar of silver and had it as a door stop in his home office. When he went on vacation he brought his bar of silver to the bank. Because they did not have a safe deposit box big enough, they just put it in the bank vault with the bags of money. My Uncle Pete sold the bar, when it became the most valuable thing in the vault.
