The state of Maryland requires its educators, those working for the public school system, to be appropriately certified. This certification process has been created so that each student, attending school in Maryland, is taught by an educational professional who, through this state administered process, meets fundamental standards delineated by the state’s Board of Education. Maryland does not issue permanent teaching certificates. Its certificates are issued for a specified period of time, which can then be renewed. There are several different types of certificates that are issued for individuals allowing them to teach. The Professional Eligibility Certificate (PEC) is valid for five years and issued to someone who has met the state’s requirements but is not currently employed by a Maryland school. The Standard Professional Certificate I (SPC I) is also valid for five years to an educator who meets all requirements but is currently employed by a school in Maryland. A Standard Professional Certificate II (SPC II) is also valid for five years and provided to an educator who has successfully completed the SPC I certificate and has also submitted acceptable verification of three years of experience as well as six semester hours of satisfactory coursework. Someone who has met requirements that are analogous to those of the SPC II is able to receive an Advanced Professional Certificate (APC). An applicant seeking an APC must also have adequate verification that includes a minimum of 36 graduate semester credits of similar coursework that can be divided amongst varying academic plans, in addition to the documentation of his or her Master’s degree. Issued by the state for two years to a candidate who is sponsored by a Maryland school district is the Resident Teacher Certificate (RTC).
