You have a 2 mark coin from Prussia one of the German States. At that time the German States that made up Germany had the right to mint their own coinage. Wilhelm II was Kaiser of Germany and King of Prussia. The coin has a mintage of 2,582.000 so it is not rare or scarce. It is made of .900 silver and there is .3215 oz of actual silver weight. The coin sells for $10 and up depending on the grade. Nice examples with no damage and little wear sell higher $25 and up.
