Is this a coin or a token?

A coin would be money issued by a government. This shows no lettering that I can recognize showing an issuing authority and no indication of a value, such lire, so I don’t think it is a coin. A token is a “good for item” , such as “good for 5 cents in trade”. Again this item does not appear to have any such markings so I don’t think it is a token. Because it has none of the markings of a coin or a token I think it would be a medal.
Of course it could be the lowest value denomination of money and therefor little effort was put in to designating it as such. Particularly where inflation makes the denomination essentially useless.
Also, I live in the US and the definitions I am using may not apply Moroccan money.
