in a politcal system you have seperate parties (think of them as different teams). A recall means that the previous vote was flawed and a new vote will have to be taken. Evo morales is in one group and his critics are in different groups. A referendum is more or less the date of the vote and it will be for a specific issue. By bloody their foes they mean to say that each side thinks it will win more votes and therefore gain more representatives in their government.
Oust = remove, throw out, get rid of.
temper = change/improve
political polarization = in this case it refers to the fact that the people and political parties are divided into two groups one being for morales, the other against. Polarization is a state where everybody is either in one camp or the other, there is no middle way.
