Baht Proof

An Australian friend owes me money, he’s blase about paying?
I made a good friend in Thailand, he was from Australia and after 3 months of being friends he asked to borrow about £1000 (60,000THB – Thai Baht). After 4 months he paid back one third of the money and over a year later he paid back 2000 thai baht, leaving 38,000 thai baht outstanding.
He was quite a good friend but he’s really not bothered about paying even though he’s promised several times.
I have proof in the form of emails from him and have copies of his ID (passport etc.) in the UK this would be enough to file a small claim against him, however because he lives in Thailand but is still officially domiciled in Thailand what kind of agency in Australia can I file a claim against him e.g. is there a small claims court there?
friends and money dont mix…for a few hundred pounds what would you rather do, spend months, maybe years knee deep in at least to two countries worth of red tape or consider it a life lesson learned and move on..
