Arap Moi

What is the US dollar value of a 1998 Republic of Kenya 20 shilling? Is it real gold in the center? ?
The coin has a picture of the president, Daniel Toroitich Arap Moi on one side. On the reverse side, the words; Republic of Kenya… Twenty shillings. 1998.
20 Kenyan shillings is approximately 0.26 U.S. dollars. The coin is bi-metallic. The inner part is ALUMINIUM BRONZE and the outer rim is CUPRO-NICKEL.
I’m not sure if there is a collector’s market for this particular coin. They are still in circulation here in Kenya.
